Cellular Network Infrastructure

First of all, I found out that testcases from MSC_Tests_ASCI are not being executed on Jenkins:

https://gerrit.osmocom.org/c/docker-playground/+/35521 ttcn3-msc-test: also execute ASCI (VBS/VGCS) testcases

thanks to the config file duplication between osmo-ttcn3-hacks.git and docker-playground.git :(

I noticed this while running ttcn3-msc-test locally and seeing that the following testcases fail:

• NEW: FAIL MSC_Tests_ASCI.TC_complete_vgcs
• NEW: FAIL MSC_Tests_ASCI.TC_complete_vbs

The failure verdicts vary between consecutive test runs, here is what I saw last time:
