Description

Since recently (maybe one or even two months ago) when using osmocom-bb/mobile I started seeing these warnings printed by osmo-bsc:

DRSL DEBUG abis_rsl.c:1519 (bts=0,trx=0,ts=1,ss=0): meas_rep_count++=5 meas_rep_last_seen_nr=4

Please find a PCAP file attached. Here is one of the measurement reports as decoded by wireshark:

        No space for padding bits

I am running my own network with only one BCCH carrier, no neighbors. Looks like a regression is the mobile app to me.
